The Landscape Efficiency Assistance Program (LEAP) is funded by the Urban Community Drought Relief Grant from the California Department of Water Resources (DWR).
Through LEAP, LADWP customers living within Disadvantaged Communities (as defined by DWR) may qualify for FREE services to replace traditional lawns with a sustainable, drought-tolerant landscape. These services may include:
- Installing California Friendly® Landscaping that includes drought-tolerant and California native plantings
- Installing a rain capture feature (rain barrel, rock garden, or rain garden)
- Converting an existing irrigation system to drip irrigation
- Installing a weather-based irrigation controller
- Installing a smart water use monitoring device
- Replacing the existing sprinkler system with high-efficiency sprinklers (alternative option if turf replacement is not preferred)
Eligibility Requirements
Customers may qualify if they meet all the following requirements:
- Live in a single-family residence within a Disadvantaged Community as defined by the State of California Department of Water Resources.
- Have between 500 to 3,000 square feet of green grass in the front yard (square footage can include parkway).
- Are the property’s Owner of Record with LADWP or have written permission from the Property Owner.
- Must agree to the LEAP Terms and Conditions
Before Applying

- Have required supporting documents and photos ready to upload with the application:
- Letter of Permission from the property owner (if you are not the property owner)
- 5 photos showing your existing landscape in the front yard
- 3 to 5 photos of your existing irrigation system and valves
- 3 to 5 photos showing the existing rain gutters and down spouts (if applicable) or the existing roof.
- Select a Landscape Design
Program participants will select from pre-approved landscape and irrigation design templates based on the Water District they are located in, within the City of Los Angeles and will work with an LADWP-assigned contractor to update their chosen template to fit their front yard’s existing layout. Design templates are tailored to each district’s unique climate and soil conditions to ensure long-term success. Customers will NOT have the choice to select a design template from another Water District.

How to apply
Log in to your LADWP account and select “Rebates & Programs” under the “My Account” tab. Then, click on LEAP Online Form and complete the application.
Follow the application prompts, and upload all supporting documents as noted in the “Before Applying” section above. Legible electronic copies (PDFs) and photographs (image files) are acceptable.

Note: The online application does not automatically save your progress and must be completed in a single session. Before you begin, ensure you have all necessary documents and photos ready for upload.
Once submitted, you will receive a confirmation email. A follow-up email will be sent once we have reviewed your application and determined your eligibility or if any additional information is needed. If eligible, you will be notified by email and a Contractor will contact you to schedule a site visit.
A paper application is also available. Please follow the application prompts and send the completed package to the address listed on page 2 of the application.
