Project Background

The Western District Yard (WDY) is an important LADWP Water System facility located on an 8.4-acre property at the intersection of Fairfax and Venice Boulevards in West Los Angeles. Because of increased operational needs, this facility requires a major upgrade.

LADWP wants to create a new facility that addresses the current and future needs for Water System programs, that maximizes the use of the entire site, and that meets Leadership in Energy and Environmental Design (LEED) Silver level requirements.

This project currently is in the design phase. LADWP is expected to begin construction on the Western District Yard Renovation in early 2022. Construction is expected to take approximately seven years, with completion scheduled for late 2028.

The existing facility was built in the 1940s. Project improvements will include the construction of a new administration building; a warehouse; a weld shop; an outdoor material storage area; a fleet building, and a tool room. Site improvements will also include new landscaping, a new parking structure and new perimeter walls.

Because the existing facility needs to remain operational, construction will be done in phases over the course of the eight-year period.

Facility services performed from the WDY include the installation of new mains; pipeline upgrades; fire hydrant installations; emergency repairs, and services and meters installations.

In addition to the goal of LEED Silver, additional goals for the project are to achieve LEED Gold status while pursuing a path to LEED Platinum. The project also expects to achieve Net Zero Energy status, to comply with the Americans With Disabilities Act (ADA) standards, and to comply with building code requirements.
