Project Background

The River Supply Conduit (RSC) is a major transmission pipeline in the LADWP water distribution system. Originally built in the 1940’s, the RSC’s purpose is to transport large amounts of water from the Los Angeles Reservoir and local groundwater wells to reservoirs and distribution facilities located in the central areas of Los Angeles. Approximately 60,000 feet in length, the RSC begins at the North Hollywood Pump Station and ends at the Ivanhoe Reservoir. Hollingsworth Spillway is located about midpoint along the pipeline and is used to control the pressure of the downstream pipeline. The section of pipe north of Hollingsworth Spillway is labeled the Upper Reach and the section of pipeline south of Hollingsworth Spillway is labeled the Lower Reach.

LADWP has been installing a new water line to replace the Lower Reach of the RSC due to a history of leaks and limited flow and pressure capacity. In addition, this new pipeline will allow for greater operational flexibility. This project is needed to comply with new federally mandated water quality regulations.

Scope of Project

When complete, the lower reach replacement project will have constructed 38,000 linear feet of welded steel pipeline, the majority of which is 96 inches in diameter, and has been divided into six units: 1a, 1b, 2a, 2b, 3, and 4 (Units 2a, 3, and 4 have been constructed). This section of the LADWP website is specifically dedicated to provide information on the River Supply Conduit Improvement Lower Reach – Unit 4 (RSCILR – Unit 4).

Connecting to the end of RSCILR – Unit 3, RSCILR – Unit 4 exits Griffith Park and continues southeasterly along Riverside Drive, turning southerly onto Glendale Boulevard, then southwesterly on Rokeby Street, and then westerly on Rowena Avenue. The last stretch of pipeline continues southerly and southeasterly in West Silver Lake Drive, until connecting to the Ivanhoe Reservoir Inlet Line, located on Armstrong Avenue just east of West Silver Lake Drive.

RSCILR 4 also includes two branches that connect to the Rowena Tank and Fletcher Pump Station. The Rowena Tank Branch starts approximately 400 feet south of the intersection of Los Feliz Boulevard and Riverside Drive and connects to the Rowena Tank. The Fletcher Pump Station Branch starts at the intersection of Rowena Avenue and Rokeby Street and runs south along Glendale Boulevard and connects to the Fletcher Pump Station at Fletcher Drive.

Current Status

The RSCILR4 project has completed major construction activities in the Silver Lake area. Slip lining construction activities near the Mulholland Fountain area and at the Rowena Complex (also known as Work Area 12) have been completed including final restoration of these two sites as well as demobilization as of August 2013. Final completion of the project was recorded with the County of Los Angeles in December 2013.
