Chief People Officer

Tracey Pierce is the Chief People Officer of the Los Angeles Department of Water and Power, the nation’s largest municipal water and power utility. She assumed this leadership role in August 2024, joining the Department after most recently serving as the Senior Vice President of Learning & Development at CommonSpirit Health (formerly Dignity Health).

As LADWP’s Chief People Officer, Ms. Pierce leads all current and new Human Resource functions. She works closely with Department leadership to strengthen and build out a workforce focused on innovation and solutions, oversees development and execution of the Department’s People Strategy, and ensures a strong relationship with labor unions and the City of Los Angeles’ Personnel Department.

Ms. Pierce’s more than 30 years of experience in Human Resources spans organizations both large and small, public and private, and in industries as wide ranging as healthcare, solar energy, semiconductor and nanotechnology, and publishing. As an accomplished senior executive, she has a successful track record of devising and overseeing the execution of strategic objectives that enable long-term organizational growth and stability, with experience in large-scale transformation initiatives, succession planning, talent development, mergers and acquisitions, culture integration, and crisis management.

Originally from England, Ms. Pierce’s career has taken her around the world to Asia, North America, EMEA, and the UK. She earned her Bachelor of Science in Speech Communication. She also holds a Master of Business Administration degree in International Relations and Marketing and a Master of Public Administration degree, and is a seasoned executive coach.
