Project Background

The River Supply Conduit (RSC) is a major transmission pipeline in the LADWP water distribution system. Originally built in the 1940’s, the RSC’s purpose is to transport large amounts of water from the Van Norman Complex (Los Angeles Reservoir) and local groundwater wells to reservoirs and distribution facilities located in the central areas of Los Angeles. Approximately 60,000 feet in length, the RSC begins at North Hollywood Pump Station (NHPS) and ends in Ivanhoe Reservoir. Hollingsworth Spillway is located about midpoint along the pipeline and is used to control the pressure of the downstream pipeline. The section of pipe north of Hollingsworth Spillway is labeled the Upper Reach and the section of pipeline south of Hollingsworth Spillway is labeled the Lower Reach. About 70% of the pipeline is located in city streets and property with the remainder within easements in the City of Burbank.

LADWP proposed a new water line to replace the Lower Reach of the RSC due to a history of leaks and limited flow and pressure capacity. In addition, this new pipeline will allow for greater operational flexibility. This project is needed to comply with federally mandated water quality regulations. 

Scope of Project

The proposed lower reach replacement project constructed 38,000 linear feet of welded steel pipeline, the majority of which is 96-inches in diameter, and was been divided into six units: 1a, 1b, 2a, 2b, 3, and 4. Unit 2a has been constructed. RSC Improvement Lower Reach – Unit 3 (RSCILR – Unit 3) is located in Griffith Park along Crystal Springs Drive and extends from approximately 500 feet north of the intersection of Los Feliz Boulevard to the Los Angeles Zoo parking lot. RSCILR – Unit 3 consisted of installating  approximately 11,100 feet of 96-inch diameter welded steel pipe and appurtenances. Installation methods include open trench and jacking/tunneling. Jacking and tunneling will be utilized to minimize traffic impacts.

Status

Construction of the 96-inch main line was completed in February 2012 and the connection work to place this new pipe line in service was completed on January 24, 2013.  The connection work was performed on Crystal Springs Drive just south of the Los Angeles Zoo parking lot.
