Are you constructing or renovating a small building like a single-family
home or small commercial location? Follow the steps below for water service.

If necessary, schedule temporary water service.
Metered water service can be temporarily provided from a fire hydrant in the vicinity of your project. Construction projects and other activities that need water service for a limited time can benefit from this service.

Determine your water needs, estimate costs, and determine installation schedule.

Sizing & Design
Water service is usually provided through 1” lines, but large lots with extensive landscape irrigation systems may require a larger service line. Your licensed plumber/contractor may need the accurate water pressure measurement to determine pipe requirements and whether a pressure regulator is needed. LADWP’s Water Distribution Division will help you determine this.
Determine Water Pressure with LADWP
If you plan to use a greater than average volume of water for irrigation, an irrigation sub-meter option may benefit you by avoiding estimation of your sewer charge calculation.
Cost
In addition to charges for standard services and meters, you may have additional charges due for new or existing water main work, storage, pump, and distribution facilities, and fire hydrants as required by the Los Angeles Fire Department. Also, depending on your project plans and the age and surfacing of your street, the Los Angeles Department of Public Works, Bureau of Engineering (BOE) may impose a Street Damage Restoration Fee (SDRF) and / or a Slurry Seal Damage Restoration Fee (SSDRF).

The timing below is typical and subject to service requirements, permitting conditions, and availability of LADWP construction crews. Additional time should be allowed if water main installations are required.

Submit a water service request to LADWP.
To submit your water service request, make sure you have the following information:
- Service Address
- Size of Service (1”, 1 ½“, 2”, or 3” equivalent) – any service 2” or greater requires a plumbing permit
- Legal description of the property, Assessor’s Parcel Number (APN), Assessor’s Identification Number (AIN)
- Usage information (domestic, irrigation, recycled, or fire protection)
- Contact name, phone number, email address, and mailing
- Site plan if available (required for 3” or greater service)

LADWP provides project Cost Letter.
Once you have submitted your request, LADWP will contact you within 3-5 business days and provide a detailed Cost Letter, quoting all applicable water facility charges.

Prepare your site and contact the LADWP Construction Supervisor.
Once you have paid, prepare your site for installation:
- Ensure your curb and gutter are installedWATER w marked on curb
- Mark your preferred meter location by painting “W” on the curb.
- Clear the sidewalk area where the meter will be installed
- Remove fences and scaffolding
- Leave room for backhoe and dump truck to operate
- If necessary, easements form must be signed
When your site is prepared, contact the LADWP Construction Supervisor provided on your receipt. Your LADWP Construction Supervisor will visit your site and finalize meter location according to work request and ensure optimal job completion.

LADWP obtains the necessary street excavation permits, then installs water service.
LADWP will apply for the necessary permits such as, Los Angeles Department of Building & Safety (LADBS), Los Angeles Department of Public Works, Bureau of Engineering (BOE), Los Angeles Department of Transportation (LADOT), and DigAlert. You will receive an email once permits are issued. LADWP will post “No Parking” signs before performing your installation. LADWP will send another email to you once water and meter installation is complete.

Set up your LADWP billing account.
Now that your water service and meter have been installed, set up your billing account with LADWP Customer Service by calling 1-800-DIAL-DWP.

LADWP will activate your water service and billing account, and begin performing on-going customer service and billing.

IMPORTANT NOTICE: New Water Conservation Measures required for Multi-Family Water Service
To increase awareness and provide a financial incentive for water conservation to apartment and condominium dwellers of Los Angeles, California Governor Jerry Brown signed legislation (SB 7-Water Use Metering for Multiunit Housing Structures) that requires owners of multiunit residential properties that submit an application for a water service connection after January 1, 2018 to:

Set up your LADWP billing account.
Now that your service line is activated, set up your billing account and preferences with LADWP Customer Service by calling 1-800-DIAL-DWP. This will initiate the “ON” service order for your account, and LADWP will begin billing and performing on-going customer service.

Subdivision Development

General Information
LADWP receives copies of final tract maps submitted to the City of Los Angeles Department of Public Works, Bureau of Engineering office (BOE) for review and determination of required facilities. The developer's engineer will receive a copy of the letter LADWP sends to the BOE detailing Water System requirements.
Arrangements for any required water facilities must be concluded before LADWP can release a tract for recordation.
Cost
Charges that may be due include those for new and existing water mains, new or existing extraordinary pump and storage facilities, new water services, and meters. For tracts requiring a water main extension or replacement of a portion of the distribution system, the developer will be required to make financial arrangements with LADWP for design and installation of required facilities prior to tract recordation.
Scheduling
Depending upon the Water System requirements for the tract, two to six months should be allowed to complete design, obtain permits, and schedule and complete construction of required installations for most tracts requiring new Water System facilities.
